Invalid package dependencies error when creating a new 3D (URP) Core project

Reproduction steps:
1. Create and open a new 3D (URP) core project

Expected result: There are no errors
Actual result: There is an error -
"An error occurred while resolving packages:
Project has invalid dependencies:
com.unity.render-pipelines.universal: Package [com.unity.render-pipelines.universal@12.1.3] cannot be found"

Reproducible with: 2021.2.1f1, 2021.2.7f1
Not reproducible with: 2021.2.0f1, 2021.2.8f1, 2021.2.16f1, 2022.1.0b12, 2022.2.0a10
Could not test with: 2019.4.37f1, 2020.3.31f1 (no 3D (URP) Core template)

Workaround - Reset Packages to defaults

Note - it seems that the template requests one specific package version, even though it's not available and that's why the error is thrown
