Inspector Preview clear flags not working properly
Repro steps:
1. Import any fbx mesh into a project running HDRP 7.1.1 or later
2. Have something in the scene (like a large sphere)
3. With either the Game or Scene view visible, select the mesh in the project window and preview it in the inspector (with Model, Rig, or the Materials tab selected.)
4. Observe the preview window shows the game/scene view
5. Hide both the Game and Scene view
6. Observe how there are no clear flags
