[Input System] State errors are printed to the Console when having an action with two bindings, where one has hold interaction
How to reproduce:
1. Open the attached project "Sample Input Bug Project.zip"
2. Open SampleScene
3. Enable the 'Example: Two Bindings, One with Hold, one without' Game Object
4. Hold left click
5. Release
6. Right click
Expected result: The right click action is performed successfully
Actual result: State errors are printed to the console
Reproducible with: 1.0.0 - 1.1.0-preview.1 (2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a17)
Not reproducible with: 1.1.0-preview.2 - 1.1.0-pre.5 (2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a17)
Could not test with: 2018.4.34f1 (was not available)
