[Input system] OnPointerExit is not triggered when a UI element interrupts a mouse hover

How to reproduce:
1. Open the attached project
2. Open the SampleScene and enter the Play mode
3. In the Game view drag your mouse on the circle top right corner
4. When the orange pop up appears press on it without moving the mouse

Expected: The orange pop up disappears

Actual: The orange pop up doesn't disappear until the mouse is moved (see the attached)

Reproducible with: 2019.3, 2020.2
