[Input System] Cursor is not changed to the default when entering the title bar
Reproduction steps:
1. Open user's attached project "Test"
2. Make sure Edit > Project Settings > Player > Other Settings > Active Input Handling is set to "Input System Package (New)"
3. Build and run the game in windowed mode
4. Move the cursor to the window title bar
Expected result: Cursor is changed to the default one
Actual result: Cursor has custom Texture2D
Reproducible with: 2018.4.16f1, 2019.2.20f1, 2019.3.0f6, 2020.1.0a21
Could not test with: 2017.4.36f1 (no Package Manager)
Reproducible with package versions: 0.2.1-preview, 0.2.10-preview, 1.0.0-preview.4
Note: If "Active Input Handling" is changed to "Both", cursor changes when entering the title bar
