"INITIAL_MEMORY is not defined" error is thrown on building when using a WebGL template with the "INITIAL_MEMORY" line
How to reproduce:
1. Open the user-attached project “LoaderWebGL”
2. Click “Build And Run”
Expected result: The project is built correctly
Actual result: The project building failed with the "INITIAL_MEMORY is not defined" error
Reproducible with: 2021.3.29f1, 2022.3.6f1, 2023.1.7f1, 2023.2.0b3
