[URP][RG] Incorrect partial blur when using RenderGraph in URP
Reproduction steps:
1. Open the attached “repro_IN-83892“ project
2. Open the “Assets/SampleScene.unity” Scene
3. Observe the Game view
Expected result: A cube is blurry but visible
Actual result: A cube is very blurry and barely visible
Reproducible with: 6000.0.19f1
Couldn’t test with: 2021.3.41f1, 2022.3.46f1 - RenderGraph is not supported
Reproducible on: Windows 11 (10.0.26120) (user’s), Windows 10 (22H2)
Not reproducible on: No other environments tested
