Inconsistent Label Popup UI in Package Manager
Steps to reproduce:
- Create a new project
- Open the Packager Manager
- Hover on the "In Project" button
- Observe the background outline on the right-side
- Compare with Unity Registry/My Assets buttons

Actual results: There is no outline on the right-side of the label popup
Expected results: The label has a right-side outline with the UI
