Inconsistent hotkeys in the Terrain tool with the "Terrain Tools" installed and not installed
How to reproduce:
1. Create a new Unity project
2. In the Hierarchy, right-click -> 3D Object -> Terrain
3. In the Inspector, with the "Paint Terrain" tool selected, select the "Raise or Lower Terrain", observe the hotkeys box
4. Install the "Terrain Tools" package (Window -> Package Management -> Unity Registry)
5. Observe the hotkeys box on the Terrain again
Expected results: Both times it says "Hold shift and left click to lower"
Actual results: Without "Terrain Tools" it shows to use "shift", and with the "Terrain Tools", it shows to use "ctrl"
Reproducible with: 6000.0.64f1, 6000.3.3f1, 6000.4.0b5, 6000.5.0a5
Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
