ImageEffectAllowedInSceneView have OnEnable called before Serialization
How to reproduce:
1. Open the attached project
2. Open ImageEffectSerializationBug scene
3. Observe the printed error in console "In this camera (SceneCamera) test is 0 :("
4. User attached the ImageEffectSerializationBug script to Main Camera and script executes in Edit mode also it has ImageEffectAllowedInSceneView attribute
Scene View image effects have OnEnable called before Serialization unlike all other unity systems which call OnEnable and such _after_ serialization
