Image Effects don't affect Scene View
Steps to reproduce:
1. Open "IlyaExp" project
2. Open "il1" scene
3. Place Scene and Game view windows together in editor
4. Select Main Camera in hierarchy
5. Disable and enable "Tonemapping" script component and observe changes
Results: Scene view isn't affected by image effect.
Note: Repro gifs in last edit.
Reproduced with: 5.4.0b24
Not reproducible with: 5.3.5p3
