Icons of small textures are not scaled when using the icon size slider in Project window
How to reproduce:
1. Open the attached project ("1409752_repro.zip")
2. Navigate to the Assets folder
3. Move the icon size slider to the right or left
Expected result: Icons of all textures get scaled
Actual result: Only the icon of the texture "uvtext" gets scaled
Reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.2f1, 2022.1.0f1, 2022.2.0a12

Resolution Note:
Currently, Project Browser supports only downscaling preview icons. I've added a couple of images with 16x16 - 512x512 icons for a more clear scaling view results.
Since this behavior is by design, feel free to fill a feature request ticket if you think that upscaling should be implemented. Thank you.
