[Hub] 3D URP template doesn't exist on Hub 2.4.5
Steps to reproduce:
1. Open Unity Hub
2. In Projects section click "New" button (or dropdown next to it to choose version)
3. Observe the "Templates" section
Expected results: 3D URP template is available
Actual result: 3D URP template is nowhere to be found
Reproducible with: 2.4.5 (2021.2.0a1, 2021.2.7f1, 2022.1.0a1, 2022.1.0b1)
Not reproducible with: 3.0.0-beta.7 (2021.2.7f1, 2022.1.0b1)
Couldn't test with older than 2021.2 streams since the mentioned template should only be available from that point forward

- Tested on macOS 10.15.7
