[HLAPI][TargetRPC] Should print an error when target argument is set to server
Steps to reproduce:
1. open attached "TargetRPC.zip"
2. enter play mode and "Host"
3. press "Space" -> it send a TargetRPC to server
Expected: error message stating that you are sending a target RPC to server
Actual: I believe the message gets sent but not received and no error is printed
Reproduced: 5.4.0p2, 5.5.0a5
