Hierarchy change when creating a child prefab and undoing on a disconnected parent Gameobject
Steps to reproduce:
1. Open the Project supplied in Edit
2. Go to Scene ("Prefab Bug")
3. Make a Prefab out of "Level (Disconnected and wrong hierarchy") -> "PolyP"
4. Ctrl+z to undo changes
Expected: The object retains its position in the hierarchy
Actual: The object moves to the bottom of the hierarchy
Reproduced in: 2018.4.14f1, 2019.2.15f1, 2019.3.0f2, 2020.1.0a15
Not reproduced in: 2017.4.35f1 (Prefabs break)
Notes: 2018.4 - 2019.3 The Prefab also does not revert to a regular object
