[HDRP][XR] Shadow colors becomes lighter with SPI in Standalone Release Player and XR deinitialization fails

Steps to reproduce:
1. Open the attached user's project "3D.HDRP.OpenXR.Repro.zip"
2. Make sure Single Pass is selected as the Render Mode in XR Plugin settings and Development build is turned off
3. Connect the Oculus link to your Quest
4. Build and Run the standalone Player
5. Once the Application launches, observe with the Keyboard and Mouse the shadow color
6. Press the "M" key on the Keyboard to initialize XR
7. Observe shadow color change
8. Repeat step 6
9. Observe how you can no longer deinitialize XR e.g switch back to non-XR Camera

Expected results: Shadow color remains the same as in Editor and XR is deinitialized successfully
Actual results: Shadow colors become lighter with SPI in Standalone Release Player and XR deinitialization fails

Reproducible with: HDRP 14.0.9 (2022.3.13f1)
Not Reproducible with: HDRP 15.0.7 (2023.1.20f1), HDRP 16.0.4 (2023.2.0b18), HDRP 17.0.1 (2023.3.0a14)
Could not test with: 2021.3.32f1 due to project/compilation errors after downgrading

Reproducible with these devices:
VLNQA00415 - Oculus Quest 2 (Quest 2), CPU: Snapdragon XR2, GPU: Adreno 650, OS: 10

Reproducible on: Windows 10
Not reproducible on: No other environment tested

Notes:
-Issue does not reproduce with URP
-Issue only reproduces with DX11 and DX12
-Issue does not reproduce in Editor
-Issue does not reproduce when performing a Development build
-Issue only reproduces with Single Pass Instanced Rendering Mode
-Issue reproduces with both OpenXR and OculusXR plugins
