[HDRP] When in play mode, fog is missing on the first frame
When one starts play mode in the editor, fog is missing on the first frame.
Repro :
- Create a project using the HDRP template
- When it's done importing, press play in the editor
- The first frame renders without fog
Expected :
Fog renders correctly from the first frame to avoid visual flicker.
