HDRP Template fills the Console with "Shader error...couldn't open include file" messages after building the project
How to reproduce:
1. Create a new HDRP Template project
2. Build the project
3. Observe the Console window
Expected result: no errors are present in the Console window after building
Actual result: the Console is filled with Shader errors
Reproducible with: 2021.2.0b1
Not reproducible with: 2018.4.36f1, 2019.4.29f1, 2020.3.12f1, 2021.1.12f1, 2021.2.0a21

Reproduced on Windows 10 and macOS
