[HDRP] Stop spamming "Hardware not supported for Volumetric Materials" error

Steps to reproduce:
- Open a HDRP project with fog on hardware that doesn't support
{code:java}
SystemInfo.supportsRenderTargetArrayIndexFromVertexShader {code}
Actual results:
The error “Hardware not supported for Volumetric Materials” is logged every frame.
Expected results:
Emit the error once and disable Volumetric Materials rendering.
