HDRP light culling imprecise when using large Far Clipping Plane
How to reproduce:
1. Open the attached project (HDRPShadowTest.zip)
2. Open scene Scenes/Test
3. Observe the Game view
Expected result: shadows on the edges of the Sphere are smooth and natural
Actual result: shadows on the edges of the Sphere are blocky
Reproducible with: 12.1.1 (2021.2.2f1), 12.1.3 (2021.2.8f1), 13.1.4 (2022.1.0b4, 2022.2.0a2)
Not reproducible with: 7.7.1 (2019.4.34f1), 10.8.1 (2020.3.26f1), 12.1.0 (2021.2.1f1),
