[HDRP] Scene View in Prefab Gray Context edit mode is unusable because of bright lights
How to reproduce:
1. Open attached project "stw21-2-flightsim-master" and scene "Gameplay"
2. In Hierarchy window, select "prefab_Player" GameObject
3. In Inspector window, Open Prefab for editing
4. In Prefab menu, set Context to Gray
5. Observe Scene view
Expected result: No bright lights
Actual result: Bright lights hide GameObjects
Reproducible with: 12.0.0 (2021.2.0a16, 2021.2.0b6, 2022.1.0a4)
Not reproducible with: 10.6.0 (2020.3.15f2), 11.0.0(2021.1.16f1), 12.0.0 (2021.2.0a15)
Could not test with: 2019.4.29f1 (Context functionality not implemented)
