[HDRP] Render layer names get dropped when upgrading the project
Version tested: 2021.2.0.a19 + 12.0.0 (Packman) / Master (d57df7070ed1242592cdb2a4d861dbe845d3c63f)
Steps to reproduce:
1) Open a19. Start a new HDRP template
2) Observe that all layer names are on place
3) Import latest HDRP master, upgrade
4) Observe that all layer names are empty now
