[HDRP] Null reference exceptions on installing HDRP after installing URP
Reproduces in Version: 2022.1.0a1.191 and above
Reproduces in Version: 2021.2.0b2.3053 and above
Does not reproduce in Version: 2021.2.0b1.3029
Repro steps:
1. create a new 3D project
2. Open the package manager
3. Install URP
4. Install HDRP
Expected result: no errors
