[HDRP][macOS] Shader error in 'HDRP/Decal': Texture atomics are not supported in Metal
Steps to reproduce:
1. Open attached project
2. Open 1704_Decals-Settings scene
3. Observe that the decal display is broken or nothing is shown at all with the following error in the console window:
Shader error in 'HDRP/Decal': Texture atomics are not supported in Metal (on metal)
Expected result: decals should be displayed on Metal graphics API
