[HDRP] Local Volume's profile shown as empty when reassigned
Versions tested: 2019.3.4f1 + 7.3.0
Steps to reproduce:
1) Open attached project or have a local volume with overrides in the scene
2) Fly camera into the volume
3) Delete the override
4) Reassign it
5) Observe that it's empty. Even if you try to add Visual Environment it won't show it in the list as if it already exists

Resolution Note (fix version 7.4.0):
Verified in 7.4.0. Reassigned volume still shows as empty but re-selecting it fixes the the issue.
