[HDRP] Light Anchor Gizmos aren't visible when selecting the GameObject with "Light Anchor" Component
Reproduction steps:
1. Open the attached "1383942.zip" project
2. Open the "New Scene" Scene
3. Select the "Cube" GameObject
4. In the Scene view toolbar select the Light Anchor Gizmos
Expected result: Light Anchor Gizmos are visible
Actual result: Light Anchor Gizmos aren't visible
Reproducible with: 12.0.0 (2021.2.0b14), 12.1.1 (2021.2.4f1, 2022.1.0a16)
Not reproducible with: 12.0.0 (2021.2.0b13)
Couldn't test with: 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.24f1) (Light Anchor Component not introduced)
