[HDRP] Increasing the PBR sky radius value causes saturated sky line artifacts
Steps to reproduce:
1. Open attached project
2. Select Sky and Fog Volume
3. Change the PBR sky planetary radius value
4. Observe that value of over 8000 produces sky line artifacts
Expected result: sky line artifacts should not occur with high values of planetary radius
Reproduced in: 2019.3.0a10
