[HDRP] Game Object inside the Camera is moving in Motion vector debug window when the Camera moves
Reproduction steps:
1. Open the attached project ("HDRP Motion Vector Bug.zip")
2. Open the "SampleScene"
3. Enter Play mode
4. Open Render Pipeline Debug window (Window->Render Pipeline->Render Pipeline Debug)
5. Open Rendering Tab
6. Set Fullscreen Debug mode to MotionVectors
7. Return to the Game window
8. Using the W, A, S, D keys move the camera
Expected result: The cube in the center is Plain black
Actual result: The cube in the center contains arrows and colors ("movie_003.mp4")
Reproducible with: HDRP 7.6.0, 10.5.0, 11.0.0, 12.0.0. (2019.4.28f1, 2020.3.12f1, 2021.1.11f1, 2021.2.0a20)
Not reproducible with: 2018.4.35f1 (the scene is grey)
