[HDRP] DXR Wizards DefaultSceneRoot points to volume located in Packages. It should point to local HDRPDefaultResources folder
When HDRP wizard runs it creates folder HDRPDefaultResources in the project, however, it never uses the volumes inside. This is because default scene prefab references files in Packages->Editor->DXRScene instead of Assets->HDRPDefaultResources

Resolution Note:
this is fixed in 20.2
we will not backport the fix for this issue on previous version 2020.1 and 19.4 as there is an existing workaround and DXR is still in preview in those version.
