[HDRP] Directional light shadows are not rendered after changing the Mode from Mixed(when shadows are not rendered) to Realtime
How to reproduce:
1. Open attached project "case_1135293-MemeReview.zip" and scene "SampleScene"
2. In the Hierarchy window, select "Directional Light"
3. In Inspector window, adjust Light -> Emission -> Intensity OR Light -> Shadows -> Baked Shadows (adjust values until the scene is lit but the shadows are not rendered)
4. Change Light -> General -> Mode to Realtime
5. Rotate Directional Light and observe Scene view
Expected result: the shadows are updated in Realtime
Actual result: the shadows are not visible
Reproducible with: 2019.1.0b7, 2019.2.0a8
Not reproducible with: 2018.3.9f1
