[HDRP] Directional light is not rendered when positioned upwards
Reproduction steps:
1. Download and open the attached "BlankHDRP.zip"
2. In the Scene window, focus on the "Sphere" GameObject
3. Observe the "Sphere" GameObject
Expected result: The Directional Light is rendered
Actual result: The Directional Light isn't rendered
Reproducible with: 2019.4.32f1 (7.7.1), 2020.3.22f1 (10.7.0), 2021.1.28f1 (11.0.0), 2021.2.2f1 (12.1.0), 2022.1.0a14 (13.1.0)
