[HDRP] Decal additive normal blending doesn't work on shadergraph materials
Steps to reproduce:
* Download and open the scene in the attached project
* Look at the rendering of the game view
* Enable/disable "Additive Normal Blending" in the Rendering/Decals section of the HDRP asset in Project Settings/Quality/HDRP
Expected: The "SG Lit" and "HDRP Lit" always render similarly.
Result: The "SG Lit" cube is not affected by the "Additive Normal Blending" option.
