[HDRP] Area Light's Shape is not updated when baked after adjusting size values in Scene view

How to reproduce:
1. Open the user's attached project
2. Open "SampleScene" Scene
3. Adjust the Scene view so the lights in the Hierarchy are visible
4. Select "Area Light_Baked" GameObject and observe its Light Shape
5. Adjust the width of the selected GameObject's Light Shape in the Scene view
6. Open the Lighting window and press Generate Lighting

Expected result: Light Shape is updated after bake
Actual result: Light Shape stays the same

Reproducible with: 2019.1.0a13 (5.2.3-preview), 2019.3.14f1 (7.3.1), 2020.1.0b9 (8.0.1), 2020.2.0a11 (8.1.0)
Not reproducible with: 2018.4.23f1 (4.1.0-preview) , 2019.1.0a12 (5.0.0-preview, 5.2.3-preview)
Could not test with: 2017.4.40f1 (HDRP not supported)

Notes:
- Changing width or height in the Inspector will result in GameObject's Light Shape baked according to size values
- In URP Area Light doesn't work at all, while in built-in it works properly in 2019.1.0a13
- When Baked Data is cleared and lighting is generated then, the Area Light's Shape will be updated accurately if the shape was changed in the Scene view
- When GI Cache is cleared, the Area Light's Shape will be updated accurately as well
