[HDRP] Anchor Override has no effect when used with reflection probes
Steps to reproduce:
1. Download and open the attached repro project (AnchorOverrideBug-HDRP.zip)
2. Open SampleScene
3. If no GI is present, click on the generate lighting button (Window > Rendering > Lighting)
4. Notice that reflective spheres ignore Anchor Override setting in the Mesh Renderer component
