GPU instancing causes visual glitches on low-end GPU's
Steps to reproduce:
1. Open original project
2. Press play and move around
Expected results: No visual glitches
Actual result: GameObjects that have material with GPU instancing enabled have visual glitches
Reproduced in: 2018.3.7f1, 2019.1.0b5, 2019.2.0a6
Note: Project does not open in 2017.4
Reproduced with GTX 560, GTX 560TI, GTX 650
Not reproduced with: GTX 760
