Gizmos render outside of Viewport when URP is used
How to reproduce:
1. Open the attached project "IN-129202"
2. Open the "SampleScene"
3. Ensure that Gizmos are enabled in the Game View
4. Observe the Game View
Actual result: Gizmos are contained to their Viewports
Expected result: Gizmos extend beyond their Viewports
Reproducible with: 6000.0.65f1, 6000.3.0b2, 6000.3.3f1, 6000.4.0b3, 6000.5.0a4
Not reproducible with: 6000.3.0b1 (0470b869db67)
Reproducible on: Windows 11
Not reproducible on: No other environments tested
