Steps to reproduce:
1. Create a new project
2. Select either "Directional Light" or "Main Camera" GameObject
3. In the Inspector window select any dropdown menu
4. Click on an empty space in the Inspector window

Actual results: selected GameObject in the Hierarchy window remains active
Reproduced on: 2019.1.0a1, 2019.3.2f1, 2020.1.0a23
Does not reproduce on: 2017.4.37f1, 2018.4.17f1
Notes:
-Moving the mouse cursor over the Hierarchy window when the issue is active makes the selection of a GameObject inactive
-Issue occurs with the Project window as well
