Frames are incorrectly recorded when Timelines are in 25 or 50 FPS and using Cinemachine

Reproduction steps:
1. Open the user’s attached project
2. Open the “TimelineTestScene” Scene
3. Open the Recorder window and enable "Exit Play Mode"
4. Click “START RECORDING”
5. Wait for the recording to stop
6. Open the Recordings folder in the project folder
7. View image_0040.png

Expected result: a cube is visible in the image
Actual result: a cube is not visible in the image

Reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.21f1, 2022.2.0b12, 2023.1.0a14
Not reproducible with: 2023.1.0a15, 2023.1.0a16

Reproducible on: macOS 12.4 (Intel)

Notes:
1. The issue was not fixed in Timeline, Recorder, or Cinemachine packages
2. To test other FPS values enable the relevant “TimelineTest” GameObject and set the same FPS as the Target FPS in the Recorder window
