FPS increases after reselecting or changing Dynamic Resolution Type when changing Dynamic Res forced Screen %
How to reproduce:
1. Create a new HDRP project
2. In the Hierarchy window expand "PlayerControlerFPS" GameObject and select "MainCamera" GameObject
3. In the Inspector window enable “Allow Dynamic Resolution” and disable the “Look With Mouse” script
4. Select Game view (Windows > General > Game)
5. Click the Aspect button and select 3840x2160 resolution and toggle Stats in the Game view Control Bar
6. Open Project Settings (Edit > Project Settings…) and expand Quality and select HDRP
7. Select HDRPMediumQuality >Rendering > Dynamic resolution, click Enable and Force Screen Percentage
8. Enter the Play Mode
9. In Project Settings change Force Screen Percentage to 50
10. Reselect or change Dynamic Resolution Type
Expected results: FPS in Stats window doesn’t change by changing Dynamic Resolution Type
Actual results: FPS in Stats window increases after reselecting or changing Dynamic Resolution Type
Reproducible with: 12.0.0 (2021.2.0a5, 2021.2.0b7, 2022.1.0a5)
Not reproducible with: 7.7.1 (2019.4.29f1), 10.5.0 (2020.3.15f2), 11.0.0 (2021.1.16f1, 2021.2.0a3)
Could not test 2021.2.0a4 (Editor not responsive)
