Foldout elements in UI documents are unreachable when navigating with a keyboard or gamepad
How to reproduce:
1. Open the attached “focusable_navigation_issue“ project
2. Open the “SampleScene” and enter Play mode
3. Select any of the buttons displayed in the Game view to focus on it
4. Attempt to navigate through the different UI elements with the arrow keys on a keyboard or with the D-pad on a controller
5. Observe the result
Expected result: It is possible to navigate to and interact with each element
Actual result: It is not possible to navigate to the Foldout element
Reproducible in: 2021.3.37f1, 2022.3.23f1, 2023.2.17f1, 6000.0.0b14
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Notes:
- Reproducible in Player
- It is possible to navigate to each element by using the Tab and Shift+Tab keys
