Folders in packages can't be added to Favorites in Project window
How to reproduce:
1. Open any project
2. From the Project window try to drag and drop any Package subfolder
Expected result: Package subfolders are drag and droppable
Actual REsult: Package subfolders are unable to be moved
Reproducible with: 2019.4.36f1, 2020.3.30f1, 2021.2.14f1, 2022.1.0a12
Not reproducible with: 2022.1.0a13, 2022.1.0b10, 2022.2.0a6
Note: Able to move Package subfolders from the 2nd Column Layout to the 1st Column Layout
