Flickering black pixels in the Game View when Volumetric Clouds with Local Clouds are enabled in an HDRP project
Reproduction steps:
# Open the attached project
# Open the “/Assets/OutdoorsScene.unity” Scene
# Enter the Play Mode
# Observe the Game View
Expected result: No artifacts are seen
Actual result: Black pixel flickering artifacts are seen
Reproducible with: 12.1.17 (2021.3.8f1), 13.1.8 (2022.1.13f1), 14.0.3 (2022.2.0b4), 15.0.0 (2023.1.0a6)
Could not test with: 10.9.0 (2020.3.37f1) - Volumetric Clouds are not supported
Reproducible on: Windows 10 (21H2)
Note: Artifacts don’t appear when Volumetric Clouds are disabled

Please note the flickering spots only occur on alpha-clipped surfaces (extremely visible on something like grass).
