Filters foldout expansion state is reset when reopening Filters dropdown in Package Manager

Steps to reproduce:

  1. Create a new project using Universal 3D template
  2. Open the Package Manager (Window > Package Management > Package Manager)
  3. From the left panel, under "Sources", select "My Assets"
  4. In the top menu, select "Filters" dropdown
  5. Collapse "Status" or "Categories" foldout
  6. Click away from the "Filters" dropdown
  7. Open the "Filters" dropdown again

Actual results: Previously collapsed foldouts are reset to their default expanded state

Expected results: The expanded/collapsed state of foldouts is preserved when reopening the Filters dropdown

Reproducible with versions: 6000.0.69f1, 6000.3.10f1, 6000.4.0b11, 6000.5.0a8
