Favorite folders/items can't be reordered in Favorites section
Steps to reproduce:
1. Open attached project ("case_1156584-Project.zip")
2. Add "Folder1" and "Folder2" folders to Favorites
3. Drag "Folder1" folder for reordering in Favorites section
Expected result: Folder is draggable
Actual result: Folder is not draggable
Reproducible in: 2019.1.0a13, 2019.1.14f1, 2019.2.2f1, 2019.3.0a11
Not reproducible in: 2017.4.32f1, 2018.4.7f1, 2019.1.0a12, 2019.3.0a12, 2020.1.0a1
