Failed to load window layout when saving layout that contains docked Project Settings window in user project
How to reproduce:
1. Open the project "Buddy Game.zip"
2. If Error window pops up: "Failed to load window layout", click "Load Default Layout"
3. Open Project Settings and dock it somewhere in the editor
4. Close Unity
5. Open the project again
Expected result: Unity opens properly with the previously saved layout
Actual result: Error window pops up: "Failed to load window layout"
Reproducible with: 2019.4.13f1, 2020.1.0a11, 2020.1.14f1
Not reproducible with: 2018.4.29f1, 2020.1.0a9, 2020.2.0b11, 2021.1.0a6
Notes:
- Same with the Preferences window
- Does not reproduce on newly created project

Reproduced in Unity 2022.3.8f1
It cannot be called an LTS version if the project becomes broken after updating from a non-LTS version. -
