Steps to reproduce
1. Download and open the attached project
2. Inspect the ToolMenu
Expected result: the included MenuItem is under Tools
Actual result: the script is not compiled and no new Menu Item available
Reproduced on 2018.3.0a1, 2018.3.0a6
Not reproduced on 2018.2.1f1
