External links do not open from Package Manager
How to reproduce:
1. Open the attached project "Unity - Triquetra.zip"
2. Open Package Manager (Window>Package Manager)
3. In the Package Manager click on blue words "View documentation" or "View changelog" or "View licenses" which are links
Expected result: A webpage opens
Actual result: Nothing opens and an error occurs in the Console: "InvalidOperationException: Insecure connection not allowed"

Not reproducible with: 2019.4.30f1, 2020.3.18f1, 2021.1.20f1, 2021.2.0b12, 2022.1.0a4
