[ExecuteInEditMode] scripts don't get update calls when an assembly is reloaded

Steps to reproduce :

- import the project attached
- open bugdemo.Unity.
- notice that the objects are quite spammy in the log
- open the IShouldGetCalls script in a text editor
- clear the console
- make a modification to the script
- save it and notice that Unity will send an update when the script compilation beings and you do not get on when the compilation finishes
