Event functions used for activating/deactivating GameObjects are called when a Prefab is hovered over the Scene view
How to reproduce:
1. Open the “IN-85566_repro“ project
2. Open the “SampleScene“
3. Drag the “Cube“ prefab over the Scene view
4. While holding the prefab, return to the Project window
5. Observe the Console
Expected result: No function is called
Actual result: Event functions are called
Reproducible with: 2021.3.44f1, 2022.3.49f1, 6000.0.22f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
