ETC Texture Compressor "Fast", "Normal", "Best" dropdown options are broken
Steps to reproduce:
1. Create a new project
2. Go to Edit -> Project Settings -> Editor
3. Try selecting any option in ETC Texture Compressor "Fast" and "Best" dropdowns
4. Notice that the value does not change
5. Try selecting "Normal" options
6. Notice that only Etc2Comp Fast and Etc2Comp Best options are selected
Expected result: dropdown options should change appropriately when a new option is selected
Reproduced in: 2018.3.0a2, 2018.2.0b8, 2018.2.0a1
Does not reproduce in: 2018.1.6f1, 2017.4.5f1
Regression since: 2018.2.0a1
